Cookie Monster and a Cookie Halloween costume. Couples Halloween Costumes. Made Cookie Monster tu tu with tool and head band by hot gluing a blue boa to a head band and using foam balls from any craft store with circle felt eyes. You had to hot glue the eye balls to the boa other wise they won't stay. The cookie has felt chocolate chips and is 4 large circles with quilt batting inside each two to keep stiff
